As part of the action plan for the construction sector, the Government of Quebec announced the entry into force, as of today (April 26, 2021), of eight measures that will counter the effects of scarcity of Workforce :
MEASURE 1. Recognize the experience acquired outside of construction to integrate the industry
This measure is intended to allow the issuance of an apprentice competency certificate, under certain conditions, to any person who submits a relevant file for the recognition of professional experience.
MEASURE 2. Allow work on site during studies
The main objective of this measure is to enhance vocational or technical training programs with apprenticeship acquired on site.
MEASURE 3. Foster entrepreneurial succession
Each employer will be able to obtain two exemptions from the employer’s child competency certificate, instead of one.
MEASURE 4. Facilitate the entry of graduates into certain specialized occupations
This measure will allow the issuance of an occupation competency certificate to graduates of the following programs without having to undergo the practice of access to the CCGIC course and the draw:
- Surveying instrument attendant
- Blaster-driller
- Diver (professional diver)
MEASURE 5. Accelerate access to journeyperson status for graduates
From April 26, the apprentice will get an hour and a half for each hour of the initial training course.
MEASURE 6. Speed up obtaining journeyperson status for all apprentices
This measure will allow the apprentice to take the qualification examination as soon as he reaches 85% of his apprenticeship hours.
MEASURE 7. Allow the hiring of a greater number of apprentices
Under certain conditions, each journeyman employed may have two apprentices under his supervision rather than one.
MEASURE 8. Generate more versatility on site
This measure aims to allow apprentices to perform residual tasks which are directly linked to their trade.
